{"id":1050,"date":"2023-11-15T01:53:00","date_gmt":"2023-11-15T01:53:00","guid":{"rendered":"https:\/\/arcticwatch.info\/?p=1050"},"modified":"2023-11-19T19:56:39","modified_gmt":"2023-11-19T19:56:39","slug":"norway-reluctant-to-ban-deep-sea-mining-in-the-arctic","status":"publish","type":"post","link":"https:\/\/arcticwatch.info\/index.php\/2023\/11\/15\/norway-reluctant-to-ban-deep-sea-mining-in-the-arctic\/","title":{"rendered":"Norway reluctant to ban deep sea mining in the Arctic"},"content":{"rendered":"\n<p>Thirty-one countries have pledged to stop all deep-sea mining in polar regions at the One Planet Polar Summit, which ended in Paris on Friday (10 November), in a deal that Norway still needs to sign amid criticism of its recent decision to allow Arctic mining.<\/p>\n\n\n\n<p>Paris held the world\u2019s first\u00a0<a href=\"https:\/\/oneplanetsummit.fr\/en\/events-16\/one-planet-polar-summit-284\" target=\"_blank\" rel=\"noreferrer noopener\">summit<\/a>\u00a0to safeguard the poles and glaciers last week (8-10 November), at which host French President Emmanuel Macron stressed the importance of \u201cputting an end to any prospect of deep-sea mining\u201d.<\/p>\n\n\n\n<p>France, Germany, Spain, India and Chile \u2013 a major player in the Antarctic region \u2013 signed the summit\u2019s conclusions, dubbed the \u201cParis Call for the Poles and Glaciers\u201d.<\/p>\n\n\n\n<p>But Norway, represented by its Prime Minister, Jonas Gahr St\u00f8re, did not sign on the dotted line.<\/p>\n\n\n\n<p>In June, the country\u2019s parliament gave its go-ahead for a deep-sea mining mission to explore 280,000 square kilometres of seabed around the Svalbard archipelago, part of which lies in the Arctic \u2013 a move for which the country has received much criticism.<\/p>\n\n\n\n<p>Criticism was particularly strong last week while the summit was ongoing.<\/p>\n\n\n\n<p>Besides a call in a letter signed by around 100 MPs all over in EU on Thursday calling on Norway\u2019s parliament to halt the project and accept a temporary stop to sea bed mining, NGOs presented their own letter to the prime minister at the meeting in Paris, reiterating the call, Euractiv France reported.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Big debate in Norway<\/h2>\n\n\n\n<p>\u201cNorway is in the process of redefining its strategy. There\u2019s a big debate in the country right now, and the authorities will not launch any new Arctic-wide deep-sea mining operations until they have evidence that the impact on the environment is low\u201d, the French presidential office said after the summit.<\/p>\n\n\n\n<p>\u201cThe country is not reluctant to discuss the issue,\u201d it added, noting that \u201cthis does not mean that the country dares to commit to a moratorium at this time\u201d.<\/p>\n\n\n\n<p>However, this stance should not come as a surprise as Oslo has also been at odds with the EU on the issue of fishing in the polar areas for several years, arguing over the definition of fishing quotas and&nbsp;<a href=\"https:\/\/www.euractiv.fr\/section\/energie-climat\/news\/un-crabe-cristallise-les-tensions-entre-lue-et-la-norvege\/\" target=\"_blank\" rel=\"noreferrer noopener\">sovereignty over exploiting the areas surrounding Svalbard<\/a>.<\/p>\n\n\n\n<p>Krill fishing, which takes place in the Antarctic and for which Norway is the global leader, has aroused a great deal of concern among NGOs who point to the species being essential to the oceans\u2019 food balance and note how farming the species at a wide scale makes no economic sense.<\/p>\n\n\n\n<p>Krill is mainly fished to feed farmed fish, explains Genevi\u00e8ve Pons, the director-general of the Europe Jacques Delors think tank and former director of WWF Europe.<\/p>\n\n\n\n<p>The challenge now is to \u201cdemonstrate the economic irrationality of its exploitation,\u201d she added. \u201cChartering boats, equipping them with cutting-edge technology, etc. \u2013 from a cost-benefit point of view, this is far less interesting than developing insect-based food, which is more suited to the traditional diet of farmed fish such as salmon\u201d, Pons said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Double talk<\/h2>\n\n\n\n<p>But scientists at the summit also called for \u201ca risk-benefit approach to the costs of cryospheric degradation\u201d, says Pascal Lamy, vice president of the European Jacques Delors think-tank and former EU Trade commissionner (1999-2004).<\/p>\n\n\n\n<p>And Norway, which is involved in several initiatives to protect the polar regions, is \u201cdouble-talking\u201d, says Pons, who fears this may be encouraged by the European Union.<\/p>\n\n\n\n<p>The EU has indeed increasingly turned to its Norwegian partner for gas supplies in the wake of Russia\u2019s war in Ukraine and doesn\u2019t want to upset those good relations.<\/p>\n\n\n\n<p>At the Nort Sea Summit in April, European Commission President Ursula von der Leyen&nbsp;<a href=\"https:\/\/www.euractiv.com\/section\/energy-environment\/news\/eu-norway-seal-green-alliance-to-tackle-climate-change\/?_ga=2.55821867.1805169102.1699852114-81770765.1697545644\" target=\"_blank\" rel=\"noreferrer noopener\">declared<\/a>&nbsp;that she was \u201cparticularly pleased that, in the years to come, Norway will maintain its high level of gas supplies\u201d.<\/p>\n\n\n\n<p>However, this type of \u2018double speak\u2019 worries environmental associations.<\/p>\n\n\n\n<p>\u201cWe know that the Norwegian government is trying to use the EU to justify the construction of new oil and gas infrastructure, especially in the Arctic,\u201d commented Gina Gylver, President of Young Friends of the Earth Norway.<\/p>\n\n\n\n<p>Fishing relations between the EU bloc and Norway \u2013 from whom the EU currently absorbs&nbsp;<a href=\"https:\/\/www.diplomatie.gouv.fr\/fr\/dossiers-pays\/norvege\/presentation-de-la-norvege\/\" target=\"_blank\" rel=\"noreferrer noopener\">75% of its exports<\/a>&nbsp;\u2013 have recently reached new heights as the two partners&nbsp;<a href=\"https:\/\/oceans-and-fisheries.ec.europa.eu\/news\/fisheries-eu-and-norway-conclude-bilateral-consultations-fishing-opportunities-skagerrak-reciprocal-2023-03-17_en\" target=\"_blank\" rel=\"noreferrer noopener\">signed several agreements<\/a>&nbsp;on fishing quotas and reciprocal access to waters earlier this year.<\/p>\n\n\n\n<p>Because of this, \u201cthe most urgent priority is to translate the One Planet-Polar Summit\u2019s leadership on cryosphere protection into political action at the COP28 in Dubai\u201d, the NGOs concluded in their&nbsp;<a href=\"https:\/\/cleanarctic.org\/wp-content\/uploads\/2023\/11\/CSO_Recommendations_One-Polar-Summit.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">recommendations<\/a>&nbsp;to the summit\u2019s
